Cash revealed to an audience, gathered at Osteria on Franklin Street downtown, that he will be aggressive with receivership powers. But Cash says they failed to reached agreement Buffalo Teachers Federation and now it's in the hands of the State Education Commissioner.
Cash said receivership is a chance to put the most qualified city teachers in the classrooms. Cash and Heaney discussed a variety of topics for more than an hour.

Cash was also asked about dealing with a divided school board. Cash said he never experienced a board majority - minority, but he vowed he will not be micro-managed or bullied by members. Cash has recommended the board take a retreat together to learn how to become a better board.
